Turn the sprinkler on, blow bubbles, chase bubbles thru the water. End result same, clean kiddo, no tears. Make water play fun. My daughter was the same. I figured it was the drain noise when the water sucks through. Before you put him in there make sure the water is not running and the tub is plugged only unplug it once he has left the bathroom. I hugged my daughter while she was in the tub until she calmed down and then got her to play with some toys and sang nursery rhymes.
